She left her teaching position at ASU in 1982 to serve in the Department of Health Services for Maricopa County, Arizona. Thereafter, Phyllis returned to teaching at ASU as a clinical professor for the graduate public health program. In 1999, Phyllis received a faculty achievement award for her groundbreaking public health work for initiating and implementing the project “Breaking the Cycle” – an innovative program providing health care for children – especially homeless children. Phyllis served as Associate Dean of the College of Public Health until she retired in 2002 as Professor Emeritus.
Phyllis loved to travel and cruised to many locations around the world. She loved keeping in touch with her family and friends with cards and emails. Survivors: cousins William J. Downing and Bruce R. Downing, nine second cousins, and two step-grandchildren.
